Borough canon
Noel Edmonds sits at the edges of Whapperton's formal and informal power. He is associated with the Perimeter, the Noel Patrol and its gunship resources, but also appears in early accounts of Hats and Strides. Later material places him among the emergency players at Phil Collins Memorial Park and gives him jurisdiction over Ainsley / Harriott after the transfer to the Perimeter. Some residents describe him as the borough's puppet master; the archive treats that as a serious local suspicion rather than an established administrative post.
